In my letter of the 25th of October 1894 I reported in my Confidential letter 128 of that date that in spite of the efforts of the Police, illegal gaming was rampant in the Colony and I recommended the banishment of several Chinese, who had been reported to the Registrar-General and myself as promoters of illegal gaming. We had both made enquiries on the subject and those enquiries showed that our information was well founded.

One of these Chinese was Wong Kwok. The Superintendent was in England at the time, and Quincey was in charge of the Detective Staff. I wrote to Quincey on my return and asked him to report on Wong Kwok. He confirmed the information that had been made to the Registrar-General and myself regarding Wong Kwok's participation in the promotion of illegal gaming.

Wong Kwok was accordingly banished.
