Supt. of Police would not recommend that Wong Kwok's banishment order "should be rescinded. He then offered to make a statement to the Consul, and I took him to him at 10a.m" and I was present when he made the statement and saw him. "He said that he wished to tell the truth - although he had done wrong. He said that he had been a tool for those who were worse than himself, and had received bribes for them.
In forwarding Wong Kwok's declaration and the above report I remarked as follows:- Wong Kwok no doubt seeing that he could not extract a favourable condition precedent promise from Government, made up his mind to make his declaration and trust to what it might bring him".
I think it will be useful if I give a history of the banishment connected with Wong Kwok. In my letter of the 25th of October 1894 I reported in my Confidential letter 128 of that date that in spite of the efforts of the Police, illegal gaming was rampant in the Colony and I recommended the banishment of several Chinese, who had been reported to the Registrar-General and myself as promoters of illegal gaming. We had both made enquiries on the subject and those enquiries showed that our information was well founded.
One of these Chinese was Wong Kwok. The Superintendent was in England at the time, and Quincey was in charge of the Detective Staff. I wrote to Quincey on my return and asked him to report on Wong Kwok. He confirmed the information that had been made to the Registrar-General and myself regarding Wong Kwok's participation in the promotion of illegal gaming.
Wong Kwok was accordingly banished.
